When you first enter the Secret Shrine, go north close the the back of the shrine (it's small), find the west wall and go south one from the north wall. You must have pass door or find a way to get the key to unlock the hidden DOWN exit. From there, walk around, you'll see what looks like an Onyx Golem. That's the Veldri Mage.
