From the entrance to the circus go one south and buy a ticket.  Then go straight south until you hit a closed door.  Unlock it, open it, and continue south until you see an up exit.  Going up will take you onto the tightrope.  Somewhere along the tightrope will be the [[Tightrope Walker]].  Kill him and take his pole.
