This dude is a wimp, and not really worth worrying about. Lowhero mages will usually kill him with one surge 5 disi, but sometimes an unsurged one is needed afterwards.
Mages with more hp and some ac can use whatever on him; he doesn't hit hard at all and will be pretty much dead with 2x surge 3 disi's.
