For crossbows, the Crossbow Named "THUNDER" is currently tier 1, but it will only be obtainable for a few months. Excluding that, Finn's Crossbow is best. I think the Lightning Crossbow is 2nd tier.

Fusiliers use the Troublemaker. Dwarven Sling is 2nd tier.
