To get this piece, one must venture into The Great Divide. Port Wartha(Aggie), track Arcanthra. There are 3 mobs that carry this item and they can all be found in the north-westish part of the area. Arcanthra and Grantus are in the same room, and of all 3 mobs Arcanthra is the toughest (also sancted). Blackhand, master-at-arms is close by these guys also.
