When it says "fairly healthy" it should say "very healthy", particularly given that you have to be a  small race. A full set of hp gear will easily give you 500 hps though, so this shouldn't be an issue. (735 hp was sufficient for my dsd arc)

Races that can potentially gain the fusilier prestige: deep gnomes, demonseeds, duergar, dwarves, gnomes, goblins, halflings, hobgoblins, kobolds, and sprites.  They are all either small or very small.

The first Fusiliers were gnomish, dwarvish and halfling heroes during the Great Wars when the Giants of Straul devastated the world. Armed with little more than slings, throwing axes and boomerangs, they fought enemies five times their size and prevailed. This tradition continues in the Fusilier Prestige Class. They are adept at abusing their small size to confound larger opponents, are highly skilled with slings and throwing weapons. Like all Prestige Classes, they retain the original class's Prime Requisite, in this case, Dexterity. Fusiliers cannot become Assassins, like Archers can. Given that Fusiliers hunt giants, the few who remain might be found in the vicinity of their prey.

Base Class: Archer.

Fusiliers in General

Fusiliers are similar to archers in their gameplay. They hit pretty hard (a bit less than archers normally). They usually serve as hitters in a group, but with the underfoot skill, they can tank very well. For many of their skills, the relative size is important (you should be smaller than the mob). That's why sprites make good fusiliers, since they're smaller than almost every mob.

The other important skill they get is fusillade (hero sublevel 500), which increases the maximum number of stones in scattershot. Fusiliers can do tremendous amount of damage using this skill under the right circumstances. It does, however, use up ammunition very fast.

Fusiliers at Lord Tier

Fusiliers can do good damage at lord using scattershot. With the fusillade skill, they can scatter a maximum of 9 stones. Especially when the mob is bashed, they can do large amounts of damage. However this uses up ammunition very fast, so you need to have fletched a large amount of them in advance.

Fusilier Remort Options

Sprites and demonseeds are good options for remort. Fusiliers cannot remort to assassins, like archers can.

One more thing to keep in mind is that unlike archers, fus cannot skin the Ultimate Dragon for Ultimate Archer's Gauntlet. Thus, some people prefer to be an archer in their first incarnation and go fus on remort.
