To get this piece of gear, you need to turn in 4 tickets to Killaris, who wanders around Thorngate. The actual ticket that you give him is the Pile Of Green Webbing, but you also need to have the Lab Memo, some other memo, and serum in your inventory when you do so.
The webbing loads on the Kzinti Emissary, a mob in Astral Invasion (6th leg I think). See Gear In Astral Invasion for more information about that run.
