Flying characters or mobs may hover above water, go up in certain places, access certain rooms, use less moves, and more.
There are many ways to fly. Characters of some races possess an innate ability to fly for certain lengths of time. Characters of some classes may learn to levitate or to cast Fly on both themselves and others or both. Even non-spellcasters may use certain objects like potions to make themselves fly temporarily. Some mobs may have flags that cause them to fly permanently. And some gear may cause either characters or mobs wearing it to fly until they remove it.
