As you look at him, he turns to you and speaks.

"They brought me here aboard one of the ships, a prisoner. I told them I would make them pay, but they didn't believe me. Now, I've summoned all the creatures of this island to punish them."

This mob is a psi and so will cast spells like Panic & Ultrablast (I haven't seen him do Scramble yet but he may). He hits fairly hard also.
