To get this gear you need to get a Lizard Man Challenge Token. This is a lvl 125 invis ticket that loads on the ground in Elven Foothills. To get it teleport to Nyad and go 2nuw2sedw.
Once you have the ticket go to Rietta's Wonders and find Bask. Give him the token, then kill him, and loot the gear.
