From the entrance to the circus go one south and buy a ticket. Then go straight south until you hit a closed door. Unlock it, open it, and continue south until you see an up exit. Going up will take you onto the tightrope. Somewhere along the tightrope will be the Tightrope Walker. Kill him and take his pole.
