This is a ticket quest.  You need to get the head and shaft of Vorin's war axe.  One piece of it is on Nesin, who hangs out in [[:Category:Mt Durr|Mt Durr]], right by the entrance to [[:Category:Great Divide|The Great Divide]].<br>

The other piece of the axe is held by Garm, a ferocious beast at the bottom of the mines of Mt. Durr.  To get there, start out by buying a level 1 mine pass from the mining guild.  Once you're on the first level of the mine you can kill a pilgrim to get the level 2 mine pass.  On level 2 you can kill a dwarf named Pick for the level 3 mine pass.  Garm is on level 3.<br>

Once you have both pieces of the axe, you need to give them to the shade of Queen Ruahn, who was Vorin's wife. She's in the dwarven spirit realm, behind a locked door. The key is on the spirit guard, who is in the same room as the locked door. After you give her both pieces, she'll give you the restored axe, and open up a portal to the ghost of the king. Go in the portal, give the king back his axe, and he'll give you his legacy.
