This blade is not from this plane of existence. It once belonged to the Saint, Manuel, who came here millenia ago.

Directions
To get it, the Ethereal Symbol of Saint Manuel must be obtained from his corpse. He resides at the heart of the glacier in the Frozen Wastes, adjacent to the Frozen Demon Tourach. Take the symbol to the bottom of the Downward Spiral (pp Mudman), and trade the symbol for the blade.
Warning: There is a Changeling near the bottom of downward spiral (2 down from Sad Man?), so beware.
