As with giving items to any programmed mob - don't give an item while they are busy.  If you have just given an item, wait before giving another.

This item is received each time you complete a Diplomatic Corps quest.

Some mobs will speak to you when you enter their room, and ask if you wish to trade with them.

If you hand over your approval, you will receive a potion in return (noone has reported receiving anything other than a potion).

The potion will be bound, so only the character which did the DC quest can drink it.

It is not known if the mobs give a fixed potion at this time.
