OUTLAW is what happens when you commit a crime in a lawful city. Examples of such crimes would be attacking royalty, trying to steal (unsuccessfully) from a shopkeeper, or annoying a townguard. When you become an outlaw, the citizens of a lawful city will not like you any more. The guards of lawful cities will attempt to apprehend you and take you to jail! If you get arrested and taken to jail, you must pay a fine (or maybe worse) as penance for your offenses.
